EXERCISE ALERT NOTIFICATION
National Level Exercise 2009 (NLE 09)
National Level Exercise 2009 (NLE 09) is scheduled for July 27 through July 31, 2009.
NLE 09 will be the first major exercise conducted by the United States
government that will focus exclusively on terrorism prevention and protection,
as opposed to incident response and recovery.
NLE 09 is designated as a Tier I National Level Exercise.
Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF)
are conducted annually in accordance with the National Exercise Program (NEP),
which serves as the nation's overarching exercise program for planning,
organizing, conducting and evaluating national level exercises.
The NEP was established to provide the U.S. government, at all levels, exercise
opportunities to prepare for catastrophic crises ranging from terrorism to
NLE 09 is a White House directed, Congressionally- mandated exercise that
includes the participation of all appropriate federal department and agency
senior officials, their deputies, staff and key operational elements.
In addition, broad regional participation of state, tribal, local, and private
sector is anticipated.
This year the United States welcomes the participation of Australia, Canada,
Mexico and the United Kingdom in NLE 09.
NLE 09 will focus on intelligence and information sharing among intelligence and
law enforcement communities, and between international, federal, regional,
state, tribal, local and private sector participants.
The NLE 09 scenario will begin in the aftermath of a notional terrorist event
outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks.
This scenario enables participating senior officials to focus on issues related
to preventing terrorist events domestically and protecting U.S. critical
NLE 09 will allow terrorism prevention efforts to proceed to a logical end
(successful or not), with no requirement for response or recovery activities.
NLE 09 will be an operations-based exercise to include: activities taking place
at command posts, emergency operation centers, intelligence centers and
potential field locations to include federal headquarters facilities in the
Washington D.C. area, and in federal, regional, state, tribal, local and private
sector facilities in FEMA Region VI, which includes the states of Arkansas,
Louisiana, New Mexico, Oklahoma and Texas.
Through a comprehensive evaluation process, the exercise will assess prevention
and protection capabilities both nationally and regionally. Although NLE 09 is
still in the planning stages, the exercise is currently designed to validate the

VALIDATING THE HOMELAND SECURITY SYSTEM
Exercises such as NLE 09 are an important component of national preparedness,
helping to build an integrated federal, state, tribal, local and private sector
capability to prevent terrorist attacks, and rapidly and effectively respond to,
and recover from, any terrorist attack or major disaster that occurs.
The full-scale exercise offers agencies and jurisdictions a way to test their
plans and skills in a real-time, realistic environment and to gain the in-depth
knowledge that only experience can provide. Participants will exercise
prevention and information sharing functions that are critical to preventing
terrorist attacks. Lessons learned from the exercise will provide valuable
insights to guide future planning for securing the nation against terrorist
attacks, disasters, and other emergencies.

As is to be expected, the Connecticut Survivalist Alliance (CSA) has been bombarded with Swine Flu information this weekend. The influx of information has gone off the scale after the Meccachurian's administration declares a public health emergency.
The biggest fear from members and affiliates isn't the Swine Flu.
It's the government's reaction to it that worries most.
Department of Homeland Security (DHS) Head Janet Napolitano says that now that the Meccachurian's administration has declared a public health emergency,
She says DHS can now free up resources to deal with the Swine Flu.
The Center for Disease Control (CDC),
has warned that officials "cannot contain the spread of this virus."
The CSA is already getting reports of mass plans including quarantines, school closures, tightened rules on pork imports and tested airline passengers for fevers.
Homeland Security Secretary Janet Napolitano says that,
"Right now we don't think the facts warrant more active testing or screening of passengers coming in from Mexico".
Doesn't she make you feel safe and secure?
Glad she freed up those resources!
Several individuals did notice that this outbreak coincided with a suspected theft of disease samples from biolabs at Fort Detrick.
The White House homeland-security adviser, John Brennan,
says that there is “no evidence whatsoever” of bioterrorism in this "outbreak".
Common Sense for Flu
Try to avoid close contact with sick people.
Influenza is thought to spread mainly through person-to-person contact by coughing or sneezing by the infected people.
Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
Wash your hands often with soap and water, especially after you cough or sneeze.
Alcohol-based hands cleaners are also effective.
Avoid touching your eyes, nose or mouth. Germs spread that way.
If you get sick, stay home from work or school and limit contact with others to keep from infecting them.
Remember to take your vitamins and wash your hands.
Stay as healthy as possible. Get sleep and keep your self well hydrated.
This will help keep the flu from taking hold and allow your body the strength it needs to fight it.
Make sure you have food and water for a prolonged stay in the house.

Obama And The Real Pirates/Hostage Story?

The Real Story Of Obama's 'Decision-Making' With The Pirates And Hostage
Having spoken to some SEAL pals here in Virginia Beach yesterday and asking why this thing dragged out for 4 days,
I got the following:
1. Barack Hussein Obama (BHO) wouldn't authorize the DEVGRU/NSWC SEAL teams to
the scene for 36 hours,
going against the on scene commander (OSC) recommendation.
2. Once they arrived, BHO imposed restrictions on their ROE that they couldn't
do anything unless the hostage's life was in "imminent" danger
3. The first time the hostage jumped into the sea, the SEALS had the raggies all
sighted in, but could not fire due to Rules of Engagement (ROE) restriction
4. When the Navy RIB came under fire as it approached with supplies, no fire was
returned due to ROE restrictions.
As the raggies were shooting at the RIB, they were exposed and the SEALS had
them all dialed in.
5. BHO specifically denied two rescue plans developed by the Bainbridge CPN and
6. Bainbridge CPN and SEAL team CDR finally decide they have the OpArea and OSC
authority to solely determine risk to hostage. 4 hours later, 3 dead raggies.
7. BHO immediately claims credit for his "daring and decisive" behaviour. As
usual with him, it's BS.
Read the following accurate account.
Philips' first leap into the warm, dark water of the Indian Ocean hadn't worked
out as well. With the Bainbridge in range and a rescue by his country's Navy
possible, Philips threw himself off of his lifeboat prison, enabling Navy
shooters onboard the destroyer a clear shot at his captors and none was taken.
The guidance from National Command Authority, the president of the United States
, Barack Obama had been clear: a peaceful solution was the only acceptable
outcome to this standoff unless the hostage's life was in clear, extreme danger.
The next day, a small Navy boat approaching the floating raft was fired on by
the Somali pirates and again no fire was returned and no pirates killed. This
was again due to the cautious stance assumed by Navy personnel, thanks to the
combination of a lack of clear guidance from Washington and a mandate from the
commander in chief's staff not to act until Obama, a man with no background of
dealing with such issues and no track record of decisiveness, decided that any
outcome other than a peaceful solution would be acceptable.
After taking fire from the Somali kidnappers again Saturday night, the OSC
decided he'd had enough.
Keeping his authority to act in the case of a clear and present danger to the
hostage's life, and having heard nothing from Washington since yet another
request to mount a rescue operation had been denied the day before, the Navy
officer, unnamed in all media reports to date, decided the AK47 one captor had
leveled at Philips' back was a threat to the hostage's life and ordered the NSWC
team to take their shots.
Three rounds downrange later, all three brigands became enemy KIA and Philips
There is upside, downside, and spinside to the series of events over the last
week that culminated in yesterday's dramatic rescue of an American hostage.
Almost immediately following word of the rescue, the Obama administration and
its supporters claimed victory against pirates in the Indian Ocean and 
declared that the dramatic end to the standoff put paid to questions of the
inexperienced president's toughness and decisiveness.
Despite the Obama administration's (and its sycophants') attempt to spin
yesterday's success as a result of bold, decisive leadership by the
inexperienced president, the reality is nothing of the sort. What should have
been a standoff lasting only hours, as long as it took the USS Bainbridge and
its team of NSWC operators to steam to the location, became an embarrassing four
day and counting standoff between a ragtag handful of criminals with rifles and
a U.S. Navy warship.

Is Secretary of Homeland Security Janet Napolitano being replaced?
We haven't seen an official condemnation by the Meccachurian's administration,
but the buzz around water coolers in DC is that she is on 336 hour notice,
With the recent flap over the Department of Homeland Security intelligence
assessment warning law enforcement agencies about the possible recruitment and
radicalization of returning veterans, and now in an interview on Monday on the
CBC, Ms. Napolitano attempted to justify her call for stricter border security
on the premise that "suspected or known terrorists" have entered the U. S.
across the Canadian border, including the perpetrators of the 9/11 attack.
All the 9/11 terrorists, of course, entered the United States directly from
overseas. The notion that some arrived via Canada is a myth that briefly popped
up in the wake of the 9/11 attacks, and was then quickly debunked.
Even the mainstream media is taking notice.
Expect a HEAVY call for her resignation in the next 72 hours.
"It's all those Damned Domestic Terrorists fault!"
