Martial Law - Ultimately the President's Responsibility





We have gotten dozens of questions on the Fort Leavenworth situation and the
chemical, biological, radiological, nuclear and high-yield explosive (CBRNE) Consequence
Management Response Force, or CCMRF (pronounced “Sea-Smurf”).

Rather than address people individually,
we'll attempt to answer their questions here.

Much speculation on the large quantities of cement being used at Fort
Leavenworth" have come in here at the Intel Desk.

All original indication pointed to the construction of a VIP Evacuation or
Support Facility. Radio Traffic analysis of encrypted communications showed that communication were being tested to other known VIP Evacuation and Support facilities.
The usual list of Fort Meyer,VA, Fort Belvoir,VA, Hagerstown,MD, Mount
Weather,VA, Mercersburg,PA, Fort Richie,MD and Boonesboro,MD showed up.

Some suggested that perhaps the CCMRF's were constructing cement entry barriers,
such as those used in front of buildings to prevent car bombings.
This was quickly discounted,
as the construction of cement entry barriers is more easily handled in the
regional private sector and the logistical nightmare of say transporting the barriers from Fort
Leavenworth to a city such as Boston isn't in the CCMRF's vocabulary.

Most recent information indicates that the Obama administration is looking at
creating a courtroom-within-a-prison complex in the former U.S. to house suspected
terrorists, combining military and civilian detention facilities at a single
maximum-security prison at Fort Leavenworth.

The 134-year-old military penitentiary at Fort Leavenworth, Kanas is on his
short list as well as a soon-to-be-shuttered state maximum security prison in Michigan.
White House spokesman Ben LaBolt said Friday that no decisions have been made
about the proposals.

Construction of a Military-Civilian Terrorist Prison at Fort Leavenworth would
make an excellent cover story to hide the construction of the VIP Evacuation and Support
facility.

On the subject of the CCMRF's,
we will defer to the prepared testimony to the House Armed Services Committee
of, General Victor Renuart, the Air Force four-star who heads the United States Northern
Command (NORTHCOM),

In his testimony he explains, “CCMRF is a task force (approximately 4,700
people) that operates under the authority of Title 10.
CCMRF's are self-sustaining and may be tailored to any Chemical, Biological,
Radiological, Nuclear and high-yield Explosive (CBRNE) event.
A CCMRF is composed of Army, Marine, Navy and Air Force units with unique CBRNE
training and equipment and general purpose units trained to operate in proximity to a
hazardous or contaminated environment.

CCMRF capabilities include event assessment, robust command and control,
comprehensive decontamination of personnel and equipment, HAZMAT handling, air and land transportation, aerial evacuation, mortuary affairs, and general logistical support to sustain
extended operations.


The deployment of the CCMRF's marks the first time an active military unit has
been given a dedicated assignment to Northern Command,
which was established in 2002 to assist federal homeland defense efforts and
coordinate support of civil authorities.

It raises important questions about longstanding separation between civilian and
military government within the United States,
(a separation that dates to the Nation’s founding and that has been reiterated
in landmark statutes, most importantly, the
Posse Comitatus Act 18 U.S.C. Para. 1385.)

The Posse Comitatus Act forbids federal troops to be deployed with police
powers. Following Hurricane Katrina an effort to significantly weaken the Posse Comitatus Act was initially successful,
but the legal changes were subsequently overturned in 2008.

The current language is almost the same as it was originally adopted by Congress in 1878.

The potential life-saving and order-restoring capacity represented by the
CCMRF's is widely recognized. The use of active duty federal troops for this purpose is seen by the Patriot (Sovereign-Citizen) Militia and Survivalist communities, as a
creeping militarization of the home front and a blatant trampling of our
civil liberties.

At one point in the House Armed Services Committee, Subcommittee on Terrorism, Unconventional Threats and Capabilities hearing the General was pushed on “who’s in charge?", he responded, “Well, Mr. Miller, I think the President ultimately has
a responsibility for the nation to make a determination of the speed at which
some event is unfolding.
That is not a NORTHCOM decision.
My role is to ensure that, if I’m asked, to be sure that I have all the pieces
in place to be supportive.
So I would defer to the national leadership to make a policy decision as to the
ability of an individual state. That’s really not mine to call.


Is this the "CHANGE" the general population wanted?
Active duty federal troops as the guardians of a civil-military authority?
The Connecticut Survivalist Alliance (CSA) would STRONGLY urge all active duty and reserve military and law enforcement,
to NOT obey any orders to conduct warrantless searches and
disarm the citizenry.
We would also ask you NOT to obey any orders to impose martial law
or a “state of emergency” on a state that asserts its sovereignty.

Many of those in the Patriot (Sovereign-Citizen), Militia and Survivalist
communities, are current or ex-military and law enforcement who don't like the dismal
state this country is in right now.
Most of those who will read this, know this already.
These are not the individuals to worry about.
The general citizenry has an apathetic and complacent attitude.
The Patriot (Sovereign-Citizen), Militia and Survivalist communities,
have never claimed to have all the answers to the problems facing this
country, but we do know that without an awakening of the general population,
we'll just keep sliding backwards until we have no rights left.
